“Building International Confidence and Responsibility in Nuclear Security”

The Asan Institute for Policy Studies, Partnership for Global Security, and The Stanley Foundation jointly launched the Nuclear Security Governance Experts Group (NSGEG) in July 2012. The first workshop entitled “Improving Nuclear Security Regime Cohesion” was held in Seoul, Korea. A second workshop titled “Building Transparency in Nuclear Security” was also subsequently held in London on September 12th, 2012.
The NSGEG members gathered in Amman, Jordan on November 14th for their third workshop of the year. During the workshop NSGEG members and other nuclear experts from the region discussed how to build confidence in the global nuclear security regime. This series of discussions convened in 2012 sought to assess the current state of nuclear security regime and develop a realistic set of policy recommendations to help facilitate the evolution and improvement of the nuclear security governance.
Discussions in the third workshop were focused on ways to identify a possible end state and sustainable process for regime improvement, the exploration of different methods for increasing public confidence in the safety and security of nuclear materials and facilities, and methods for balancing national sovereignty concerns with global responsibility in the nuclear area. This workshop was held in conjunction with a larger conference organized by the Arab Institute for Security Studies (ACSIS) which discussed nuclear issues in the Middle East region. The workshop was a good opportunity to inform experts in the region of the work of the Nuclear Security Governance Experts Group.
Research Fellow
Dr. SHIN Chang-Hoon is a research fellow in the Nuclear Policy and Technology Program in the Center for Global Governance at the Asan Institute for Policy Studies. Previously, Dr. Shin taught public international law, international organizations, international economic law and the law of the sea at Seoul National University and Myongji University. Dr. Shin has been an active participant in international conferences held at the International Maritime Organization and is a member of the Compliance Group established by the 1996 London Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter. Dr. Shin’s research focuses on dispute settlement, the law of the sea, international environmental law, international humanitarian law and the study of the nonproliferation regime. He received a B.S. and an L.L.M from Seoul National University, and a D.Phil. from the University of Oxford.
Senior Fellow
Dr. PARK Jiyoung is a senior fellow of the Center for Science and Technology Policy at the Asan Institute for Policy Studies. Previously, she was a research fellow and managing director of the R&D Feasibility Analysis Center at the Korea Institute of S&T Evaluation and Planning (KISTEP) and also a visiting research scientist at the Center for Innovation at the University of Maryland. Dr. Park’s research focuses on the study of policy and management issues for nuclear technology, R&D for global green growth policies, economic analysis of R&D programs, and developing support for the formulation of evidence-based policies in the science and technology fields. Her recent publications include, “Assessment System for Feasibility Analysis of National R&D Programs: The case of Korea,” International Journal of Innovation and Technology Management (2011). Dr. Park received her B.S. and M.S. in nuclear engineering and an M.S. in public policy from Seoul National University and her Ph.D. in nuclear engineering and radiological sciences from the University of Michigan.
Principal Fellow, Director
Dr. JANG Ji-Hyang is a Principal Fellow and director of the Center for Regional Studies at the Asan Institute for Policy Studies. Dr. Jang served as a policy advisor on Middle East issues to South Korea’s Ministry of Foreign Affairs (2012-2018) and currently serves to Ministries of Industry, Justice, and Defense. Her research interests include political economy of the Middle East and North Africa, political Islam, comparative democratization, terrorism, and state-building. Dr. Jang is the author of numerous books and articles, including The Essential Guide to the Middle East (Sigongsa 2023 in Korean), The Arab Spring: Will It Lead to Democratic Transitions?(with Clement M. Henry (eds.), Palgrave Macmillan 2013), “Disaggregated ISIS and the New Normal of Terrorism” (Asan Issue Brief 2016), “Islamic Fundamentalism” (International Encyclopedia of the Social Sciences 2008) and a Korean translation of Fawaz Gerges’ Journey of the Jihadist: Inside Muslim Militancy (Asan Institute 2011). Dr. Jang received a B.A. in Turkish studies and M.A. in political science from the Hankuk University of Foreign Studies and her Ph.D. in political science from the University of Texas at Austin.
