South Korea’s Response
South Korea’s key national interests in North Korea policy are preventing war, achieving denuclearization, and laying the foundation for unification. It must recognize that denuclearization of North Korea is essential to national security and work closely with the United States to completely dismantle the North’s nuclear program, while securing U.S. backing for a Seoul-led unification process.
It must also lock in denuclearization as the end goal and principle with the United States, Japan, and Europe, opposing any “stopgap measure” regarding North Korea’s nuclear threat. To this end, South Korea should push for a tightly coordinated ROK-U.S.-Japan trilateral framework, ensuring its full participation in all stages of talks. Alongside U.S.-North Korea bilateral efforts, South Korea must push for ROK-U.S.-DPRK trilateral talks to prevent any backroom deals between Washington and Pyongyang, and promote broader multilateral talks including China, Japan, Russia, and the EU for international legitimacy.

Dr. Kim Dong Sung is a researcher in the fields of international relations and he is presently working at the Asan Institute for Policy Studies as its visiting fellow. He received his B.A. in human studies from Seoul National University and his M.A. and Ph.D. in political science from University of Maryland at College Park. He served as the Director of the Center for Northeast Asian and Inter-Korean Affairs, Director of the Planning and Coordination Office, Director of the Center for Studies of Northern Gyeonggi, and Head of the Division of Co-prosperity and Balanced Development at the Gyeonggi Research Institute(GRI). His research areas include international political theory, international political economy, East Asian international politics, US foreign policy, inter-Korean relations, ROK-US relations, US-China relations, and US Forces in Korea. His research goals are the maintenance and attainment of peace and reunification of the Korean Peninsula and, before and after the reunification, security and prosperity of ROK and her people. His major publications and research works include 『International Order in Northeast Asia and Its Changes』 (2016), 『Alliance Structure in the Korean Peninsula and South Korea's New Foreign Strategy』 (2011), 『The Governance System of the Local Government’s Inter-Korean Cooperations』 (2011), and 『Discord and Integration: the US Forces and Local Communities in Korea』 (2001). He also co-translated 『Global Studies: Issues and Controversies (Original title: Introduction to Global Studies)』 (2023).
